It would be a service highly susceptible to spamming, hoaxes and general nuisance. There needs to be quality of service, which is well thought through and tested. Ultimately there needs to be an integration point to regional emergency services and some kind of traceability with punitive action taken against those who would use it to indulge their own malevolence.</p>
